Job description                     Taxi Licensing Officer

Main Contacts Associated with Principal Duties:

Constantly with members of the taxi trade.

Daily within the Service Area and other Service Areas.

Daily with members of the public.

Daily with officers at other authorities.

Daily with MOT testers at the Council’s appointed garages.

Regularly with councillors, police, VOSA, solicitors, insurance companies, the County Council, etc.

Job Purpose:

To provide enforcement duties in relation to the licensing of hackney carriage and private hire drivers, operators and vehicles. To assist with the receipt of applications and to deal effectively with complaints from members of the public and the taxi trade. Also, to provide support to the

Taxi Licensing Manager.

Control of Resources:

To be responsible for issuing receipts and making safe money up to the value of £2,000 per week received over the counter.

Main Duties and Responsibilities:

1. To investigate complaints and gather information about the infringement of licensing conditions and regulations concerning private hire operators, hackney carriages and private hire vehicles and drivers, and to prepare reports on such infringements for consideration as to further action taken.

2. To liaise as necessary with representatives of the taxi and private hire trades.

3. To act as the Council’s examiner when applicants for driver’s licences take their knowledge test.

4. To undertake related clerical duties in connection with taxi and private hire licensing, including the completion of inspection reports on vehicles and operator’s premises and the filling in of log sheets whilst on enforcement duties.

5. To undertake spot checks of vehicles and to make a decision as to whether or not the vehicle is roadworthy.

6. To organise and supervise evening spot checks with the police and VOSA on a regular basis.

7. To oversee and issue the penalty point scheme and report to the Taxi Licensing

Subcommittee on a regular basis.

8. To take written statements from witnesses, sometimes under caution, and to interview licence holders, sometimes under caution.

9. To give evidence in court on behalf of the Council in connection with any proceeding in relation to licensing matters.

10. To remove and confiscate where necessary licence plates from vehicles.

11. To undertake the work of the Taxi Licensing Assistant in the absence from the office of the holder of that post.

12. To attend relevant committees of the Council when requested.

13. To promote the taxi licensing services, including speaking to the press and local radio as and when required.

14. To liaise with other local authorities on taxi licensing matters.

15. To contribute suggestions/new ideas for improvements to service delivery.

16. To undertake such other duties as may from time to time be assigned and as are

commensurate with the grading of the post.
