Job Title       Regulatory Support Officer – Licensing & Night-Time Economy

Job Description

Job Purpose

Working as an authorised officer within the Licensing and Night-Time Economy Teams to provide technical, operational and administrative support primarily to both teams.

Major Tasks

To be responsible for dealing with requests for service assigned to the post. This could include but is not limited to, initial contact with customers and visits to businesses, monitoring, sampling, and projects.

Provide advice on Covid matters to residents and businesses in line with Government advice

To accurately input data into the appropriate databases

To be responsible for pre- application advice and checking the accuracy, validity and completeness of licensing applications assigned to the post.

Provide any additional administrative and technical support required by the teams which will include, but is not limited to, projects, investigations and enforcement exercises, taking action notes of meetings and devising inspection plans etc.

To provide intelligence to the team on the Covid Secure compliance of premises by observation or survey.

To be responsible for technical equipment assigned to the teams

To gather evidence, prepare statements; assist in the preparation of case files and other legal documents as may be necessary and to attend court and other formal legal hearings as required.

To be responsible for the delivery of service priorities, aims and objectives assigned to the post

To accurately input data, maintain registers, upload information and produce reports related to the requirements of the post which would include but is not exclusive to maintaining Licensing Registers, uploading data to government sites and assisting with maintaining the relevant parts of the Council’s website pages.

To work with and support the Public Protection Management team to identify initiatives that could lead to cost recovery and income generation. To assist in devising marketing and promotion strategies to deliver these

Contacts & Relationships

Public Protection Managers, Service Delivery Manager, external and partner agencies including voluntary organisations, the public, businesses and employees, Licensees and officers. Main purpose of contact is to offer advice, information and guidance on the law as appropriate to the post

Ensure all statutory action is taken in accordance with relevant legislative guidance, regulations and codes of practice and internal procedures.

Management & Supervision

The post holder will have occasional supervision of support staff.

Supervision Received

The post holder is responsible to the Public Protection Managers. 

The post holder will be expected to work out their own approach to their duties on areas they are deemed competent, but will require supervision from Licensing and Night- Time Economy Officers and/or Public Protection Managers on new and complex problems.

Complexity

The post holder should have the ability and flexibility to respond effectively to constantly changing and conflicting demands which arise.

The ability to make judgments using their expertise and experience whilst using a range of skills in a business environment balancing the rights and responsibilities of a number of stakeholders

The post holder will have a good working knowledge of current issues in Licensing and the Night- Time economy.

The ability to negotiate solutions taking into account different needs and aspirations

Support team members to implement projects across the area when necessary.

Physical Demands

The post holder will be required to undertake site visits, to commercial, domestic and industrial premises and will required to stand and walk for a proportion of these visits.) The post holder will be required to transport and carry the necessary equipment to fulfil their role. Whilst conducting the site visits the post holder may be required to adopt awkward positions in order to full carry out their duties for example stretching or crouching to inspect a licensed vehicle.

Working Environment

The post holder may be subject to discomfort and potential personal risks when carrying out their duties including working outdoors in extremes of temperature and on occasions coming into contact with chemicals.

The post holder may be the target of threats of verbal and physical violence when investigating service requests or taking to members of the public. 

The post holder will on occasions be required to carry out duties during unsociable hours and weekends

The post holder may be at risk of contracting infectious diseases.  As a suitable control measure the council will pay for the post holder to have immunisations identified by the relevant risk assessment.

The post holder will be required to wear the appropriate PPE, including body armour, provided by the authority in accordance with the relevant risk assessment and or safety procedures

Emotional Context

The post holder may on occasions have to deal with situations that are emotionally upsetting for the post holder and may have a long-term effect: examples include but are not limited to dealing with sensitive information around licensing matters including complaints that reveal information of a sexual nature or exploitation. The threat of physical and verbal violence to the post holder when dealing with compliance and enforcement matters. These examples can also have a long term impact on service user’s mentality, physically or financially.

On occasions there is the need for officers to work with the Police, Coroner and other regulatory bodies.

Other

The postholder will be expected carry out any other duties as are within the scope, spirit and purpose of the job, commensurate with the grade.

The postholder will be expected to actively follow Council policies, including those such as Equal Opportunities, Human Resources, Information Security and Code of Conduct etc.

The postholder will be expected to maintain an awareness and observation of Fire and Health & Safety Regulations.

Person Specification

Qualifications

5 GCSE’s including mathematics and English Language at Grade C or equivalent 

2 A levels

Or relevant experience

Experience   

Experience of working in a regulatory background.

Experience of Contact tracing

Knowledge 

Sound working knowledge of public protection drivers, including local, regional and national priorities and developments

Practical knowledge of effective evidence gathering and preparing witness statements.

Knowledge of Covid -19 guidance and controls

Skills 

Effective written and oral communication skills

Strong team and organisational skills.

Good negotiating skills

A competent user of the MS office suite.
