Job Description Registration Officer (Licensing)
Job Purpose
To work as part of the Legal and Democratic Services Group to deliver an efficient and effective licensing service including the administration of applications for licences.
Main Duties and Responsibilities:
1. To maintain an extensive knowledge of the wide range of licensing legislation including through reading legal textbooks, work shadowing, news stories, on-line sources of licensing information, licensing journals and attendance at Institute of Licensing meetings.
2. To provide a professional, accurate and efficient service.
3. To explain licensing requirements and process to customers in such a way that it is clear and accurate, by telephone, letter, email or in person.
4. To maintain comprehensive computer and paper records, including notes of actions taken and progress with individual applications/requests.
5. To participate in consultation exercises and other meetings with service users and stakeholders to inform decisions on future service provision/policies.
6. To prepare reports to meetings of Councillors on individual applications for authorisations setting out the required information concerned in adequate time for those to be dispatched as required by legislation/policies.
7. To produce authorisations and related material accurately and in accordance with all relevant requirements and to require timescales.
8. To produce letters in accordance with policies including in response to those received on licensing matters.
9. To work with other members of the team to deliver the overall licensing service including licensing enforcement.
10. To invigilate at any licensing tests and assessments required of the post holder.
11. To maintain public registers of licence applications and authorisations and ensure access to that information is provided for.
12. To provide such Notices as are necessary and that publication requirements are adhered to.
13. To monitor and arrange to replenish stocks of office consumables (licence plates and badges) and monitor the efficient working of machines the post-holder uses on a regular basis.
14. To undertake any other duties as any other duties as requested by line management commensurate with the grade of the post to support the work of the Democratic and Registration Services Group.
15. To produce performance and activity data for each working week as required by line management (including for statutory requirements such as to the Department of Transport and the Gambling Committee).
16. To prepare statements for and attend hearings, tribunals and courts as necessary in relation to the licensing function.
17. To request information from other Licensing Authorities on policies and other data they hold as directed by line management.
18. To ensure that licensing guidance material is available and accurate on the licensing web pages and in paper format, as necessary.
19. To process customer payments over the telephone ensuring complete confidentiality and accuracy therefore ensuring no loss of revenue to the council.
20. To receipt payments received by the team and ensure they are processed the day they are received or otherwise as soon as practicable.
