Pest Control Officer

Role Purpose And Role Dimensions:

Overview of the job

The Environmental Health Group is responsible for pollution, general public health, Food and Health and Safety and pest control work. The post holder is primarily expected to carry out duties relating to pest control in residential and commercial premises and local Parks and open land.

Fundamental to fulfilling the responsibilities of this post is the ability to respond flexibly, positively, and successfully to the ever-changing pressures that Local Authorities face.

Responsible for allocated Pest Control vehicle plus operational equipment and pesticides.

Responsible for stock control of the pest control equipment and pesticide store

Post holder will be required to programme their own work within each day as directed by the Principal Environmental Health Practitioner.

usually works on their own, occasional evening and Saturday working during busy periods for which overtime is paid.

Key Accountabilities and Results Area:

To carry out the duties of a Technical Officer and for that purpose to be suitably qualified and competent and to carry out the following operational tasks:

Identification of insect’s specimens brought in by the public with appropriate advice   and treatment.

Destruction of rats and mice, including visits to premises to survey and lay baits and set traps for rodents.

Treatment of insect infestation, including visits to premises to survey and apply insecticides.

Handling and mixing of poisons in connection with pest control.

Testing and baiting of drainage systems and rat runs, including carrying out smoke and drain tests.

Giving practical pest control advice to occupiers of premises.

Advising landlords, Thames Water, Network Rail, Council Services, Vision etc. on proofing works and hygiene requirements against pests.

Accurate record keeping of treatments and visits.

Carrying out disinfection of premises and household effects.

To maintain an appointment calendar of visits and to arrange their own work programme of routine and response work, including revisits.

To be responsible for the Service’s stocks of pesticides and pest control equipment, ensuring that they are kept secure at all times and that all stock and equipment records are maintained accurately.

To ensure that all pest control treatments are carried out safely and that all safety equipment provided is properly maintained and used as required.

To be responsible for carrying out of allocated projects including their recommendation and development. To ensure that project tasks are carried out to time and to report any cause of delay or difficulty as necessary. In particular to arrange and carry out block treatments of premises with the owners and occupiers of the individual properties

To represent the Service at internal and external meetings with other Environmental Health staff, landlords, property owners, and other bodies.

To carry out the programmed changing of Nitrogen Dioxide diffusion tubes at sites across the Borough and maintain records.

To use the computerised and other information systems provided, ensuring compliance with procedures to protect data integrity and to comply with the Council’s IT security policy.  In particular to accurately record new pest control enquiries and update existing pest control enquiries on the Council’s database (Civica) in a timely fashion.

To assist in preparing briefing notes, on operational issues as directed by the Principal Environmental Health Practitioner

To maintain good liaison and co-operation with the local community, community groups, other Council services, local businesses, and other agencies

To ensure that the Council’s statutory obligations are met in accordance with legislation, guidance, and Council policy.

To ensure that the aims and objectives of the Group are met by the effective and efficient implementation of agreed policies and strategies in accordance with the Service Business Plan.

To contribute to the Business Plan and Medium-Term Planning Process, e.g., identifying base budget pressures and opportunities for improving efficiency and cost effectiveness.

To exercise any delegated authority in accordance with legislation, Council policy and the register of authorised officers.

To ensure the safe keeping, maintenance and use of all allocated equipment, vehicles, materials, and facilities allocated to them.

To continue to develop their professional & technical abilities and to contribute to the training and development of other staff.

To comply with all Health and Safety at Work requirements as laid down by the employer and attend relevant Health and Safety training courses as directed by the Principal Environmental Health Practitioner

To assist in the investigation and response to customer’s complaints received in accordance with the Council procedures.

To undertake any other duties appropriate to this area of work and consistent with the level of the post, as from time to time be required.

Person Specification

Minimum education/ qualifications:   

To have successfully completed the Royal Society of Promotion of Health (RSPH) Level 2 Award in Pest Management Certificate, a British Pest Control Association (BPCA) Level 2 or equivalent.   

Experience

At least 2 years’ experience of investigating pest control infestations and of carrying out pest control treatments in a range of properties.

Skills  

Proven ability to carry out the full range of pest control treatments, safely and effectively

Ability to effectively communicate with customers and other members of staff both in writing and verbally.

Ability to manage own workload and to meet deadlines.

Ability to accurately maintain records both written and computer based.

Ability to initiate and respond flexibly, positively, and successfully to changing demands and circumstances.

Possess innovative and original thinking ability to deal with unusual operational problems & demands

Ability to carry out routine project-based tasks.

Knowledge

A good understanding of Health and Safety regulations in the work environment and acceptance of responsibility for their practical application.

Experience of working in a multi-cultural environment and good understanding of the needs of different groups within that environment           

Personal style & behaviourAble to work to own initiative as appropriate without access to constant guidance or the need for work to be checked.
