Fraud and distraction burglary (FDB) project
Summary of project
Aim:
To improve victim services to elderly residents who have been the victim of fraud and distraction burglary (FDB) to reduce repeat victimisation.
It will support the Council’s strategic objective of improving satisfaction and reducing repeat victimisation among victims (including victims of Fraud and distraction burglary aged over 65). This is a key priority in the Council’s Strategic Assessment for 2015 – 2016.
The Council is increasingly concerned about the impact of distraction burglary and fraud / scam crimes against elderly residents and we welcome the opportunity to develop and trial a new approach to reduce the impact on victims. This would also improve the health and wellbeing of vulnerable victims.
We have an established track record of delivering innovative services to victims, initiatives include:
Community Risk MARAC
IRIS project - increasing referrals to IDVA services from GPs and pharmacies
18 – 24 gangs service work with young women affected by gang incl. DV.
DV specialist post funded at a local Hospital
Victim Services Coordinator post created in CSPU to lead on improving victim service provision in the borough.
We will use the funding to further develop and extend the remit of the Fraud and distraction burglary action plan including better coordination of service provision with clear communication and information sharing, and direct support and safety advice to victims.
Outcomes:
The project will reduce repeat victimisation by:
Person centred approach and improving delivery and accessibility of victim services:
Safety advice and practical initiatives to increase security (Supporting victims to cope and recover):
Referrals to additional support including health etc.
Provision of materials and information for victims (included translated information in main community languages)
Developing local capacity to respond to high risk victims:
Improve coordination of partnership effort around FDB through the FDB Action plan
Increase work force capacity/awareness -
Develop a Fraud and distraction burglary support pack and evaluation
Provide Trainer the Trainer sessions (15 staff / volunteers trained)
Provide practitioner briefings e.g. caretakers etc. (100 attend)
Early identification of repeat and vulnerable victims:
Information Sharing agreement and arrangements in place (police, the Council, adult safeguarding and Victim Support and National Trading Standards Scams Team).
The Successful candidate will:
Develop Fraud and distraction burglary intervention packs to be used by practitioners to increase awareness of FDB and the early identification of victims
Develop quality materials for elderly/vulnerable residents with translations
Organise briefing / awareness sessions for 100 staff working with high risk groups
Deliver Training the Trainer course 15 staff
Improve working with the police and information sharing around perpetrators so that more enforcement action can be taken.
The steering group will oversee and direct this project with strong partnership commitment from: police, Trading Standards, housing, MAGPI and health etc. The funding will allow the Council to expand the remit and ambition of our current work.
We will target high risk repeat victims of Fraud and distraction burglary identified by police, Trading Standards, housing, adult safeguarding and support services
