Job description Technical Officer
Working in the environmental health residential section public health team dealing with the bread and butter work of environmental health such as complaints about drainage, rubbish, vermin and about establishments subject to licensing for animal welfare reasons. Successful candidate will be HHSRS certified and experienced in investigating environmental health complaints. This is a 35 per hour week position, however applications from suitably qualified environmental health officers wishing to work part time or condensed hours would be considered.
To provide technical support in a specialist area of Environmental Health. Specifically
1. To carry out surveys and inspections, preparing details reports, schedules, estimates and detailed drawings in connection therewith to an advanced level.
2. To deal with correspondence in relation to his/her work including the drafting of replies to Councillors and MP’s letters.
3. To advise owner, architects, surveyors, builders, Council Officers, tenants etc., on matters associated with his/her work.
4. To represent the Department/Council at panels, working parties and public meetings, to assist in the preparation of and to give evidence in legal proceedings and public enquiries.
5. To scrutinise and comment on estimates and plans submitted in connection with statutory requirements including grants.
6. To inspect dwellings in connection with works in progress acting as supervising officer in connection with works in default and those being carried out with the aid of renovation grants, agreeing final accounts and ensuring specifications are complied with.
7. To scrutinise and comment on planning applications and other schemes submitted by individuals, organisations, Council Directorates for guidance/approval, e.g. house conversions, permitted numbers for Council dwellings.
8. To keep up to date with all relevant legislation, technical information, current policies and techniques appropriate to his/her work and to research areas from time to time.
9. To undertake training of staff as required.
10. To compile and keep records, returns and statistical data as required, e.g. files, schedules, diaries, monitoring sheets etc.
11. To deal with and act sympathetically on complaints from the public ensuring due customer care.
12. To assist in the development of training programmes for staff including lecturing as required.
13. To advise other Departments on matters relating to environmental health legislation and requirements there under.
14. To supervise projects as required and participate as a member of a team on special projections, e.g. area surveys and other programmed work.
15. To maintain a technical library.
16. To input data to computerised systems and to interrogate and update the system where necessary.
17. In discharging the duties of the post to have due regard to the provision of Health and Safety at Work legislation.
