Environmental Health Officer / Environmental Protection Officer

Main Purpose:        To carry out all statutory duties, actions required under discretionary powers, and actions resulting from policy decisions, in the application of the Council’s environmental health and associated functions, as managed, administered and enforced by the Environmental Health Section Division.

Main Duties / Responsibilities:

1.         To discharge the duties of the post in accordance with the corporate plan with a view to continuous improvement of council services.

2.         To work with the other staff and the management of the Environmental Protection Team, to help ensure that the team delivers highest quality environmental health services possible.

3.         To help to promote an enthusiastic, positive and professional atmosphere within the Environmental Protection Team and to help to provide a customer and stakeholder focussed approach.

4.         To contribute positively to a “team working ethos”, both within the Environmental Health Section and the Council as a whole.

5.         To take the lead on contaminated land by:

           updating the Contaminated Land Inspection Strategy for the District as and when required following changes in legislation published guidance or best practice. This will include

           maintaining records relating to land contamination on the Council's corporate Geographical Information System (GIS) and recording regulatory action under Part IIA of the Environmental Protection Act 1990.

           Investigating potential sites of contamination throughout the District in accordance with the Contaminated Land Inspection Strategy and record such information on the corporate GIS.

           Providing advice and guidance to Planning and Building Control officers with respect to the development of land affected by contamination and respond to enquiries received as part of Local Land Charge Searches with respect to land contamination.           

6.         To investigate complaints, initiate and carry through enforcement action in respect of all legislation within the remit of the Environmental Health Section, and to attend Court and represent the Council in enforcement proceedings if necessary, as directed by the Business Unit Leader (Environmental Health) or the Head of Service.

7.         To liaise on behalf of the Council with representatives of other LAs, statutory agencies, and other external organisations and agencies with an interest in delivering all of the Environmental Protection services.

8.         To assist operational inspections, monitoring, sampling and other checks of premises, persons, and processes subject to all environmental health legislation specifically to deliver all of the Environmental Protection services

9.         To respond to all planning application enquiries as required.

10.       To maintain your expertise whilst participating in the professional development of officers within the Environmental Health Section.

11.       Other duties as directed by the Business Unit Leader (Environmental Health) or the Head of Service that may from time to time reasonably require

Special Conditions

It is a requirement of the post that the postholder holds a current driving licence enabling him/her to drive a car, and in this connection you must ensure that your insurance cover includes use for your employers business.

Attendance at some evening meetings and some out of hours work may be required.

Person Specification

Qualifications

           A degree (BSc/MSc) or diploma in Environmental Health or in a relevant Environmental Protection subject. E.g. Acoustics, pollution control environmental impact assessment etc.

Or

           Qualification / Experience in contaminated land

           Continual professional development to maintain skills.

           Good level of literacy and numeracy.      

           Degree or postgraduate qualification in another relevant subject.

           Diploma in Acoustic.

Work Experience  

           Recent contaminated land and environmental protection experience with a local authority or another agency.

           Experience of carrying out a relevant caseload of investigations and inspections.

           Experience of carrying out investigations and inspections specifically related to noise nuisance (domestic & commercial), drainage.

Special Aptitude / Skills  

           Proven inter-personal skills.

           Able to liaise with specialist contractors and other agencies concerning environmental sampling and monitoring.

           Able to operate a wide range of environmental monitoring equipment, to analyse and interpret the data obtained and to relate it to the appropriate standards.

           Able to work with minimal supervision.

           Able to carry out a wide range environmental protection enforcement duties, including the preparation and service of Abatement Notices, and Court appearances.

           Good organisational skills and able to manage workload in an efficient, effective manner.

           Good written and oral communication skills including the ability to explain complex legal and technical issues to members of the public.

           Excellent ICT Skills

           Experience of attending court and giving evidence

Knowledge   

           Good knowledge of Contaminated Land requirements and Environmental Protection legislation

           Up to date technical knowledge of the work of the Team.

           Have good ICT skills including computer literacy, familiarity with GIS systems, databases and a working knowledge of word processing and spreadsheet packages.

           Good knowledge of environmental health legislation, codes of practice and central guidance.

           Good working knowledge of an Environmental Health computer software package such as Uniform, information at work etc.

           Aware of the general principals relating to the Police and Criminal Evidence Act (PACE)

Disposition / Attitude        

           Self-motivated, flexible & enthusiastic.

           Ability to work on own initiative as well as part of a cross-cutting team.

           Good customer focused skills.

           Ability to plan and co-ordinate a wide range of tasks

Other Attributes     

           Full valid UK driving licence.

           Physically capable of visiting and inspecting industrial, commercial and residential premises.

           Willing to work outside of normal office hours when necessary to investigate complaints etc.
