Job Title:      Environmental Health Officer / Food Safety Officer

Role Purpose:

Take a key role in undertaking and assisting with investigations and will be developing skills in enforcement in all types of food regulatory interventions and areas associated with the service.

Carry out inspections and other interventions to verify food businesses are meeting food hygiene, food standards and/ or health and safety legal requirements, as well as meeting benchmark standards in associated guidance and established codes of practice.

Exercise professional judgement over the range of assigned duties and determine and implement appropriate courses of action, working on one’s own initiative and within the policies and procedures set out.

As part of the inland food law enforcement team, review new food registrations food approval applications, carry out inspections and grant approvals under product specific legislation in line with agreed levels of competency.

Contribute to the work of the airport imported food inspection team and undertake official statutory controls including verification of import documentation undertaking examination and sampling of products.

Prepare, as necessary, reports and statements of evidence for legal proceedings resulting from the contravention of Food Safety/Health Protection and Health and Safety law and to attend court, to give evidence on behalf of the Council.

Carry out all enforcement work in line with Council policies procedures, relevant national guidance and codes of practice.

Job Description

People Management

No direct supervisory responsibility however there will be requirement to assist in induction and training of peers and new employees.

Assist with the training of student Environmental Health Officers and other staff as required.

Resident & Community Contribution

Demonstrate understanding of the Council’s Customer Care Standards and ensure that these standards are met in order to deliver the Council vision of ‘putting our residents first’.

Respond to resident and business complaints and to undertake targeted proactive partnership work in local council wards to help provide a safe fair and well-regulated environment for residents and businesses in our communities. 

Operational Service Delivery

Be an authorised officer conversant with the requirements of Food Hygiene and Food Safety legislation.

Carry out reactive visits and proactive inspections and take any necessary remedial actions in line with agreed levels of competency, so as to ensure compliance with legislative standards.

Complete intervention risk ratings and determine food hygiene ratings for food businesses.

Complete topic-based health and safety interventions and campaigns around established programmes of work.

Deliver in a consistent, proportionate and transparent manner, a caseload of handling proactive and reactive complaints and resulting enforcement work to meet statutory and service requirements.

Undertake the sampling of food and water for microbiological and chemical analysis, and to interpret and communicate results.

Manage a varied caseload using current database software to review premises history, plan and prioritise visits and inspections in accordance with risk.

Enforcement of the requirements of Part 1 of the Health Act including the investigation of complaints about smoking in public places.

Assist senior officers with guidance and recommendations to event organisers and licensees in advance of temporary and licensable events.

Assist in the production of reports to council committee and other bodies.

Maintain all records to comply with requirements of the service, external agencies and government.

Assist the Proper Officer of the Council and or Medical Officer from Public Health England with the function of preventing spread of infectious diseases.

Investigate food poisoning complaints and as necessary take necessary enforcement action.

To participate in health promotion and education activities including food safety, healthier eating and health and safety training/ coaching.

To be aware of the Councils responsibilities under the General Data Protection Regulations ensuring the security accuracy and relevance of all personal data held.

To manage with a minimum level of supervision your own workload including a complaint caseload.

Service Planning & Development 

Maintain knowledge of the current Team Plan and understanding of own contribution in order to ensure delivery of this plan.

Identify commercial opportunities to support a sustainable regulatory service.

Assist service management in promoting and maintaining service standards.

Additional Responsibilities

Complete other reasonable tasks in order to fulfil role purpose or as required by management.

Operate during weekdays and on occasional weekend and evenings in order to fulfil the objectives of the service.

Required to participate in the out of hours standby services.

Assist with statutory controls on products not of animal origin arriving at Heathrow Airports Border Inspection Post (BIP)

Key Performance Indicators

Performance targets as detailed in employee’s Personal Performance and Development Agreement.

Produce inspection reports within agreed timescales.

Person Specification 

Environmental Health Officer/ Food Safety Officer

This person specification will be used for recruitment to this post. It will form the basis of the application form, and candidates will be also assessed against aspects of this person specification at interview.

Qualifications

Educated to a degree or equivalent level.

Higher Certificate in Food Control

and /or

Certificate of Registration as an Environmental Health Practitioner or Diploma in Environmental Health (or historical equivalent) recognised by Environmental Health Registration Board (EHRB) Scottish Food Safety Officers Registration Board (SFORB)

Or

Other equivalent qualification recognised by the Food Standards Agency enabling the candidate to undertake specific enforcement activities identified in the Food Law Code of Practice.                

Evidence of Continued Professional Development

Quality Assurance qualification e.g., Lead Auditor

Statutory or Role Specific Requirements

Hold a current full driving licence and have a car to enable you to make site visits throughout the Borough                   

Willingness and ability to work outside normal office hours, and participate in rota, as necessary.           

Experience  

Significant and demonstrable practical experience in food safety or health and safety inspections.            

Experience of working in Local Government in an enforcement role.

Investigations and enforcement to include serving notices, preparing papers for prosecution, writing statements, dealing with formal cautions in connection to with food and/or health and safety.             

Experience of preparing and giving evidence as an expert witness at court/tribunal hearing/council committees/coroners court.

Experience of working with consumers and council residents.

Experience of a varied and demanding workload and scheduling work programs utilising time and resources efficiently.                      

Research and preparing detailed written reports.

Experience of working independently with the minimum of supervision dealing with problems and challenges using critical thinking and making reasonable judgements when resolving matters.              

Knowledge & Skills          

Ability to work on own initiative and as part of a team with the ability to train, advise and guide others.                       

Have an excellent knowledge of Food Safety, Health Protection and Infectious Disease and keep fully conversant with all legislative and technical developments in relation to the functions of the team.
