Job Description                  Covid 19 Enforcement Officer

Job Purpose

Assist managers across the Public Protection Division in the effective and efficient delivery of the Council’s policies and legal obligations in relation to enforcement of Coronavirus legislation.

To support the Test, Trace and Protect strategy.

Support officers within the Public Protection Division with other enforcement and compliance duties as required.

The post holder may be required to work in any of the above sections and may be deployed regionally if required.

Officers will be required to work across a 7-day week including evenings and out of office hours to cover weekends and the night-time economy.

Key Result Areas

Provide proactive advice and support to individuals, businesses and community groups to identify what they can and cannot do during the Coronavirus pandemic and what they need to do to comply with the regulations, restrictions and requirements to prevent the spread of Coronavirus.

Assist officers with other enforcement and compliance duties as required.

Detailed Task Profile

Provide proactive advice and support to individuals, businesses and community groups to identify what they can and cannot do during the Coronavirus pandemic and what they need to do to comply with the regulations, restrictions and requirements to prevent the spread of Coronavirus.

Investigate complaints and alleged breaches of the Coronavirus Regulations and, where proportionate and necessary, take informal and formal enforcement action to ensure compliance.

Liaise with officers across the Division to escalate issues to specialist officers, the Police and other organisations for further action.

Prepare and issue statutory notices, fixed penalty notices and, where necessary, attend court to give evidence.

Support the Regional Response Team in investigating potential exposure/transmission locations identified through contact tracing and, where necessary, provide advice or take the necessary enforcement action.

Support and liaise with the Regional Response Team by checking compliance by contacts and cases with any self-isolation requirements, as directed.

Support officers within the Public Protection Division with other enforcement and compliance duties as required.

Produce reports, data, correspondence and statements, ensuring that proper records are maintained of all work undertaken, including ensuring the continuity of and safekeeping of evidence in criminal cases.

Maintain confidentiality in respect of all matters relating to the work of the Service.

Represent the Service in any ad-hoc working group or incident management meeting as directed, report to and advise the Service as required

Undertake training as agreed with managers as appropriate for the role and take responsibility for self-development.

Comply with Health and Safety and associated risk assessments and exercise personal responsibility as an employee under the Health and Safety at work etc Act.

In addition to the above duties and responsibilities, the post holder must be prepared to undertake such additional duties which may result from changing circumstances, but which may not of necessity change the general character or level of responsibility of the post.

Conform to the Council’s aims, objectives, policies, financial regulations and procedures and in particular those relating to Public Protection.

The post involves working at night/early hours of the morning and weekends on a regular basis as part of the normal duties of the post.

Key Working Relationships

Regular interaction with members of the public, businesses, licensees and community groups.

Liaison with other sections/services of the authority e.g. legal services, Community safety Wardens, highways etc.

Partnership working with Police and other enforcement agencies.

Regular contact /working with or for various service areas within the Public Protection Division within the Council and potentially other similar services within the region if required.

Responsibilities for Staff

Post Titles, Numbers and Level of Accountability

No direct line management responsibility other than assisting in work familiarisation of colleagues and new recruits.

Responsibilities for Resources

Financial; Plant; Buildings or Equipment

Responsible for own equipment such as PC/laptop, mobile phone and other equipment issued to enable agile working.

Data Systems

Shared responsibility for a number of Council databases and software packages.

Data input and updating of these systems.

Extraction of data for reporting purposes.

WORKING ENVIRONMENT

Mixture of office /agile working at public locations, business premises and home.

Working on site in order to carry out investigations, inspections and other visits including late at night/early hours of the morning/at weekends and, which may be subject to inclement weather conditions. This could involve volatile situations in a hostile environment.

Regular requirement to travel to other locations both within and outside the Council boundary.

Lone working may be required in accordance with Lone Working Policies and Procedures.

Required to work across a 7-day week including at night, early hours of the morning, evenings and out of office hours weekends and the night-time economy.

Person Specification

Qualifications         

5 GCSEs Grades A*-C including English or

5 GCEs Grades 1 to 6 or A*–C including English or

5 CSEs Grade 1 including English

Recognised Trading Standards, Environmental Health, Licensing / Health and Safety Enforcement qualification.

Knowledge 

Knowledge of legal frameworks, processes and procedures

Awareness of legal/working parameters such as powers and duties.

Demonstrate an understanding of the legislation relevant to the role.

Knowledge of Covid 19 related legislation and guidance.

Skills 

Ability to communicate effectively across a range of professional disciplines, both in writing and verbally.

Ability to communicate simply and effectively with members of the public.

Ability to demonstrate tact and diplomacy when dealing with difficult/sensitive situations.

Ability to influence and change behaviour through negotiation and mediation to achieve a satisfactory resolution.

Ability to research information and legislation and produce clearly written and easily understood reports.

Ability to provide clear and precise evidence for court hearings.

Experience  

Previous enforcement experience / working in an enforcement environment.

Experience of providing advice and guidance in a public role.

Previous experience in Environmental Health, Trading Standards or Health and safety / Licensing Enforcement in a local authority.

Previous experience of presenting evidence in court.

Other 

Committed to providing a high standard of customer service.

Flexibility to regularly work outside of normal hours as required.

Full UK Category B (Cars) driving licence and the use of a motor vehicle insured for business/work purposes to travel within the borough and externally for meetings, attendance at court etc.
