Job description Licensing Enforcement Officer
the role would require you to deal with all complaints referred to Licensing Enforcement, which relate to licensed premises, or unlicensed premises that are carrying out licensable activities illegally. A lot of the complaints get referred to the team from the Out of Hours Noise Team, so they may have visited/witnessed already, and require us to follow it up.
The team also deals with illegal smoking areas, namely shisha bars, when linked to a licensed premises, so you may be asked to look into that kind of complaint also, and give advice.
Most complaints we receive relate to the Licensing Act 2003 and noise, but other complaints could relate to illegal smoking and gambling at social clubs, and also complaints from beauty salons (breaches of Massage and Special Treatment Licences under the London Local Authorities Act).
Some complaints may require you to carry out a full compliance inspection at the business premises, and some risk assessed inspections of Licensing Act premises may also be required. We would require you to complete an inspection report (carbonated copy) and issue to the business at the end of the visit with what was checked and what action is required.
We would require you to respond to complainants, advise businesses (namely by email) and visit where appropriate. If, a follow up evening inspection is required, you would task this for the Out of Hours teams.
We would need you to log and attach all correspondence and inspection details onto our database, M3. You would also need to scan and attach any paperwork, i.e. the inspection report, to the worksheet.
