Job description Environmental Health Officer
General
The role is with a local authority based in Bedfordshire
Purpose of Post:
Undertake inspections and investigations aimed at securing compliance with the provisions of environmental protection and pollution control legislation.
Principal Responsibilities:
Under the supervision of senior officers, investigate a range of complex service requests under environmental protection legislation. Take appropriate action to secure compliance in accordance with the council’s statutory duties. Prepare reports, statutory notices and evidence for legal proceedings including seizure of equipment, liaising with the council’s legal services and giving evidence in court.
Analyse data requiring complex manipulation and interpretation. Recommend action on complex matters such as contaminated land or industrial pollution to ensure the environment is protected in accordance with the provisions of relevant legislation.
Undertake scientific pollution monitoring activities including noise measurements and air sampling to obtain reliable data to help inform decisions on remedial action.
Maintain the air quality monitoring system and keep appropriate records to verify maintenance standards have been met.
Prepare statistical and other reports to contribute to and inform service managers, elected members and other stakeholders.
Maintain accurate records of all interventions undertaken on the service’s computer database and, under the direction of the Group Leader, assist in the review and development of existing and new procedures.
Context:
The post holder will operate in an enforcement environment and will need to demonstrate the ability to select the most appropriate enforcement action based on the risk to public and environmental health, in accordance with Group procedures and the Council’s Enforcement Policy. The post holder will be expected to gather evidence during the course of normal duties where there is a possibility of prosecution or formal caution.
The post holder will be required to:
Carry out a range of inspections and other enforcement interventions in order to secure compliance with legislative requirements.
