We are looking for an experienced Health and Safety Advisor to join our local authority client, based on the south coast. The contract will run from 1 March to 7 September and the pay rate is £17.90 per hour PAYE. Umbrella rates are also available
The Health & Safety service is an integral part of the Human Resources and Organisational Development function providing professional, specialist and technical support across all council services through a business partnering approach working directly with management teams across the council.
The role involves ensuring the council have appropriate safety management arrangements in place, delivered in accordance with the health and safety policy. Ensuring a proportionate approach to risk management and supporting services in ensuring legal compliance through interpreting legislation and guidance and advising how these can be put into practice.
The business partner will work with specific management teams in the business. Performance objectives will include analysing and identifying health and safety issues within the business area and working with other specialist health and safety staff to provide and support in the implementation of appropriate solutions.
Job Description
Main Duties & Responsibilities
Managing the health and safety portfolio within a directorate; maintaining a sound understanding of the business unit will be a critical success factor for the role.
Possibly manage a Health & Safety Advisor.
Support managers across the business and ensure they are implementing health and safety procedures tailored and suitable to the needs of the service.
Develop and implement integrated health and safety solutions and initiatives that promote workplace health safety and wellbeing and delivers measurable improvement.
Provision of a responsive health safety and wellbeing service tailored to meet the needs of functions across all parts of the business
In consultation with the lead business partner and director of a specified Directorate with the Council, agree a health and safety strategy and targets for the service
Develop and in depth understanding of the service and its challenges, objectives and constraints, in particular focusing on health, safety and wellbeing issues related to the service
Promote the strategy with service managers and assist with guidance for implementation
Ensure the quality and consistency of health and safety performance within the directorate through effective evaluation of active and reactive monitoring of health and safety information and use this information to recommend options for change to Directorate Management Teams
Development and implementation of advice, guidance and safe working practices
Develop, monitor and review health & safety policies, practices and procedures with particular reference to ensuring they are tailored to the needs of the directorate.
Develop and implement health and safety policies that support corporate and legislative requirements and are tailored to the specific needs of the service
Interpret legislation and provide advice on the impact on existing practice and ensure provision complies with statutory requirements
Develop and maintain effective networks
Person Specification
NEBOSH Diploma or equivalent or significant comparable experience
Qualified or demonstrable significant experience/professional development that reflects ability to undertake essential requirements of the role
Experience
Record of achievement as a H&S practitioner in a large organisation delivering policy and procedure
