Job Title                     Environmental Health Protection Officer

 

This is a temporary post with Fenland District Council that is scheduled to last for at least three months

 

Pay is £25 per hour PAYE or £31.12 umbrella

 

Purpose of the Post

 

Working as a member of a team in ensuring the responsive and effective delivery of a high quality Environmental Health service to the community, partners, and its stakeholders in support of the Council’s corporate priorities.

 

To be responsible for contributing to services and projects that:

 

meet the Council’s corporate objectives and performance standards

 

are effectively and efficiently managed

 

are high quality and customer-focused

 

meet all legislative and best practice requirements

 

Main Duties and Responsibilities– Minimum performance requirements

 

The principal responsibilities for officers/senior officers are outlined below under the headings General Responsibilities and the relevant section of Team Responsibilities.  All team members will be expected to contribute to the overall responsibilities of the Environmental Health service.

 

The complexity of the tasks and level of responsibility that officers/senior officers take in respect of tasks reflect their competence and ability, and management of their overall workload.  Work will not be allocated to post holders exclusively at one level and post holders will work at a range of levels in order to deliver excellent service outcomes and to develop individuals’ skills.  This will be done with appropriate support and having regard to overall workloads.

 

General Responsibilities

 

Delivery of a seamless, excellent environmental health service for customers including general environmental health responsibilities, port health and licencing compliance.

 

Respond appropriately to customer enquiries and provide accessible customer information via a range of media. 

 

To carry out programmed and reactive inspections, requests for service and investigations to support the work of the team.

 

The investigation of breaches of statutory controls including the collation of evidence, preparation of written cases and service of notices as necessary.

 

Promoting improved standards by providing advice, information and training to local businesses and other customers for whom services are provided.

 

To contribute to the development and delivery of effective performance management and the achievement of service plan targets.

 

To develop officers’ competencies in the Team through guidance, advice, coaching and mentoring.

 

Contribute to the development and implementation of community and business engagement to gain customer insight.

 

Meet and manage personal performance targets and contribute to delivery of service targets through personal endeavour and the ‘One Team’ approach.

 

To assist in maintaining the database relating to environmental health functions, ensuring that manual and computer records and systems are correct and up to date.

 

Identify opportunities to improve customer service, deliver efficiencies and respond to legislative changes and contribute to the development and implementation of service improvement projects.

 

Undertake training and development appropriate to the role, and attend training courses, workshops etc. as agreed in accordance with identified training needs and professional and technical competency requirements.

 

Apply the principles of the Council’s Customer Care policy, taking responsibility, ensuring reliability and having respect for all those for whom the service is being provided including colleagues and Elected Members.

 

To contribute to corporate projects and cross service initiatives as appropriate and in line with the Council’s commitment to excellent customer services.

 

Team Responsibilities

 

1          Delivery and Development

 

Achievement of Service Standards, Performance Indicators and any other action which has a measured performance outcome.

 

Achievement of actions, delivery of projects and initiatives to deliver Service Plan and Corporate Plan objectives.

 

Identifying and supporting achievement of ongoing service improvements.

4          Other Duties

 

To comply with all the policies and procedures of the Council (e.g. Equal Opportunities, Standing Orders, Financial Regulations, Health and Safety).  Copies of these can be found in the Employees Handbook (which will be amended and reissued should there be any changes), on the Intranet and/or from Human Resources.

 

To undertake such other work as may be required from time to time by the head of service and /or Director consistent with the duties and grading of the post.

 

Main Duties and Responsibilities

 

To provide specialised technical support for the Environmental Health Team in the delivery of specific environmental health functions by:

 

Working closely with the Senior/Environmental Health Officers to achieve service plan and corporate plan objectives.

 

Contribute to managing the performance of the service by completing tasks as requested to meet service plan tasks and corporate objectives.

 

Lead on the delivery of individual projects and specialist work as required, having regard to the skills and experience of the post holder.

 

Carrying out investigations into alleged breaches of relevant legislation, gathering evidence and preparing case files.

 

Acting as an expert witness, where necessary.

Person Specification        

 

Experience

 

Experience of working within the field of Environmental Health.

 

Experience in a customer focussed and regulatory field of work.     

 

Experience of dealing with customers including upset, difficult or aggressive individuals.

 

Experience of managing and updating computer records and databases.

 

Experience of working with other regulatory bodies (for example; Police, Environment Agency).                     

 

Experience of implementing informal or formal regulatory actions.              

 

Skills & Abilities

 

A high level of interpersonal skills, being able to communicate effectively both orally and in writing with a wide range of people from varied professional and cultural backgrounds.

 

Investigatory skills

 

Customer service skills – demonstrable ability to deal responsibly, positively and sensitively to customer needs and to meet Service Standards.   

 

Ability to present a friendly and professional manner to customers in person, and/or over the telephone.

 

Ability to use information technology within the Office including the use of database packages          

 

Ability to organise own workload and meet targets with minimal supervision and with discretion, tact and integrity

 

Ability to represent the Council with a good image.

 

Ability to work co-operatively in a team to achieve prescribed objectives

Full clean current driving licence

 

Knowledge / Education

 

A relevant qualification in an environmental, regulatory or investigatory field, at NVQ Level 4 equivalent or higher.  (For example NEBOSH Diploma in Occupational Safety & Health, Higher Food Safety Inspection Certificate, Diploma in Acoustics & Noise Control, BSC in relevant applied science, BIIAB Level 2 Award for Licensing Practitioners or equivalent)

 

Knowledge of applicable legislation and statutory guidance to role 

 

Knowledge of relevant scientific and technical standards to role
