Main purpose of post

 

To carry out environmental enforcement activity across the borough including (but not limited to), fly-tipping, littering, dog fouling, unlicensed street trading, commercial waste enforcement, enforcement of Public Spaces Protection Orders (PSPO).

 

The post-holder will be required to utilise the relevant statutory provisions to respond to a

 

wide range of offending behaviour; working closely with other teams within Community Safety and the council in order to achieve the council’s objectives. The post holder will also be required to deliver planned activity outside of normal office hours (21 hours per month)

 

Key Unit Accountabilities

 

1.         Utilise Council powers outlined within the Environmental Protection Act 1990, Environment Act 1995, London Local Authorities Act 1990, Highways Act 1980 and Anti-social Behaviour, Crime and Policing Act 2014 to resolve environmental crime issues at on behalf of citizens and local communities.

 

2.         Work in partnership with internal departments, partner agencies and statutory bodies to deliver high profile enforcement and regulatory services; which challenge, deter and prevent various forms environmental crime

 

3.         Investigate environmental crime on behalf of citizens and other stakeholders and utilise the full range of statutory powers to take robust enforcement action to tackle recurrent offending behaviour.

 

4.         Ensure that performance targets are achieved in respect of case management and enforcement activity and develop a customer satisfaction based approach towards problem solving

 

5.         Participate in appropriate research and development activities as directed by the Community Safety Area Manager

 

6.         Produce high quality prosecution statements, case files, statutory notices, warning letters and educational material to support Council action to tackle offending behaviour.

8.         Act as a professional witness in support of any legal action taken by the Council to address offending behaviour or non-compliance with statutory regulations.

 

9.         Deliver effective street market support services on behalf of licensed street market traders and take the appropriate enforcement action to tackle instances of unlicensed street trading.

 

10.       Deliver planned ‘out of hours’ monitoring, enforcement and case management activity as directed by the Community Safety Area Manager.

 

11.       These duties may be varied from time to time in accordance with the needs of the service, and in particular during civil emergencies when it may be necessary to extend these responsibilities to meet the needs of the council.

 

12.       Work flexibly in undertaking the duties and responsibilities of the post as directed by the Community Safety Area Manager, the post holder should be prepared to work outside of normal hours, including attending evening meetings, and occasional weekend working.

 

13.       Take responsibility, relevant to the post, for ensuring that Council statutes and government legislation are upheld. This includes, amongst others; Management Compliance Charter, Environmental Policy, Data Protection Act, Race Equality Action Plan, Quality Assurance Plan, Health & Safety, Sustainable Construction and Recycling.

 

14.       Carry out the duties of the post in accordance with the Data Protection Act, the Computer Misuse Act, the Health and Safety at Work Act, and other relevant legislation, as well as Council policies, procedures, standing orders and financial regulations.

 

15.       Take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations.

 

16.       The post holder’s decision making authority is determined by Council policy and Procedures

 

17.       The post holder is required to hold a standard DBS certification from the Disclosure and Barring Service.
